MEPC 84: Negotiations to continue with a defined scope

The IMO has proposed draft terms of reference for a working group covering all proposals submitted to MEPC 84 and MEPC 85. These terms define what the working group is allowed to discuss and the questions it must address. The group is expected to deliver results within a specified timeframe.
